Scott has a suspicion that Trump's decision to pull out of the Paris Accord is part of a poorly advised negotiating ploy. It could be that Trump is, or was as the case may be, relying on the other signatories to the accord to make concessions to the USA to keep it in the accord. That would be very much in character for Trump who fancies himself to be a master negotiator. If indeed that was Trump's motivation he made a very poor decision. He did not get the reaction he wanted. Instead of panic, he got anger. Not only is it extremely unlikely that he will get the concessions he wants, he will have further alienated the USA from Europe.
