The following are exempted from military duty in Texas: "Idiots, lunatics, vagabonds, confirmed drunkards, persons addicted to the use of narcotic drugs, and persons convicted of infamous crimes." In other words, pretty much all of Scott's friends are exempted from military duty in Texas.
